The New York State Department of Environmental Conservation (NYSDEC) issued a Certificate of Completion under the Brownfield Cleanup Program (BCP) for the Former Penn Yan Marine Boat Company Site. The 14 acre site with 1,000 feet of lake frontage on Keuka Lake was used to produce powerboats, sailboats, canoes, and rowboats until it was abandoned in 2001. Costly environmental contamination prevented redevelopment of the site for many years.
LaBella Associates assisted Yates County with entering the site into the NYSDEC’s Brownfield Cleanup Program which incentivizes the cleanup and redevelopment of contaminated sites. Following various site investigations and the development of a Remedial Action Work Plan, remediation and abatement began in April of 2015. The project progressed throughout the summer with remediation being completed in July by LaBella’s in-house contracting group, LaBella Environmental, LLC. These efforts resulted in the excavation and removal of over 8,500 tons of soils impacted by heavy metals, polychlorinated biphenyls, semi-volatile organic compounds, and volatile organic compounds. Building demolition was completed in August, readying the site for redevelopment.
The Certificate of Completion for this site was issued in December 2015. The site will be redeveloped as townhomes and a marina beginning in Summer 2016.
